Subject: "Does position matter?� Locating bypass capacitors for effective power distribution and EMC control."

Speaker:� Steve Weir, Consultant, Teraspeed Consulting Group

Abstract: Bypass capacitors in digital systems provide power system stability, and often a signal return path for transmission lines referenced against voltage rails. We present analysis and test results that show when and how bypass capacitor position affects bypass network performance.

About the speaker: Steve is an independent consultant with over 20 years plus industry experience with a broad range of expertise. Steve holds 17 US patents, and is a consultant with Teraspeed and to X2Y Attenuators. Steve has architected a number of TDM and packet based switching products, consults on patents and is a frequent contributor to the SI-list signal integrity reflector.

Subject: "A Review of FCC RF Exposure Requirements for MPE, SAR & HAC."

Speaker(s): "David Seabury, Senior Business Development Manager, ETS-Lindgren"

Abstract: This presentation will look at the background of RF exposure standards leading up to the FCC enactment of current requirements contained under OET65. The OSHA relationship for Maximum Permissible Exposure (MPE) limits will be explained along with its implication to non-license holders. FCC OET65 Supplement C 01-01 for SAR will be reviewed and the current scope of FCC review including new technologies and products. Implications will be explored of the new IEEE STD 1528:2003, the harmonized IEC 62209 and the future work of 62209 Part II. There will be a short discussion on the new FCC HAC guidance (ANSI C63.19) and the impact on handset requirements.

About the speaker: David Seabury is a Graduate of Lehigh University and the Defense Language Institute. In 1990, he formed the IBEX Group, a supplier and integrator of anechoic chambers and EMC test systems. In 1995, Mr. Seabury formed Chase EMC to act as a distributor for Chase Ltd EMC products and subsequently Chase Systems, which was the distributor for W&G; RF Safety Products. Mr. Seabury joined ETS-Lindgren in 2003 as a Senior Business Development Manager with primary focus on SAR and RF Health and Safety products. He is currently a member of SCC34 SC2 and is on the US TAG to IEC TC106 WG4.
